Russian consular services in Thailand: passports, powers of attorney, certificates

In short

  • Passports, powers of attorney and civil registration are handled by the embassy in Bangkok and the consulate general in Phuket. Pattaya has an honorary consul who helps in emergencies.
  • Booking is online only: bangkok.kdmid.ru or phuket.kdmid.ru. The queue for a 10-year passport took up to a year in 2025.
  • Consular registration is voluntary and done online; a criminal record certificate can be ordered via Gosuslugi.

Where to go

  • Russian Embassy in Bangkok, consular section: 78 Sap Road, Bang Rak. By appointment on weekdays 9:00–12:00, phones +66 2 234-20-12 and +66 2 268-11-71. About two hours by car from Pattaya.
  • Consulate General in Phuket, open since July 2023: Thepkrasattri Road, Ko Kaeo. Booking at phuket.kdmid.ru.
  • Honorary consul in Pattaya covers Chonburi and Rayong provinces, with an office at the Royal Cliff Beach Resort (tel. +66 38 250 421, ext. 2888). He does not issue passports, powers of attorney or civil registration, but helps in emergencies and liaises with the embassy.

Embassy appointments are online only at bangkok.kdmid.ru. Hours and payment rules change from time to time, so check the embassy site thailand.mid.ru before you go.

Passports

Two types are available:

  • 5-year, without a chip. Issued to replace an old passport; the queue is usually shorter;
  • 10-year biometric. Fill in the form at zp.midpass.ru and bring the printed application with its barcode; your photo is taken on site.

Consular fees under Government Decree No. 889: a 5-year passport $35 (under-14s $15), a 10-year biometric $90 (children $50). Payment is in baht at the exchange rate, only by Thai bank card or QR code. If you have no Thai card, bring someone who does. Rates changed in 2026, so check the baht amount on the embassy website.

Waiting times: 2025 experience

According to blogger Tatiana Maksimova (June 2025):

  • after submitting the form you get a number and a personal link, and check it daily for an open slot;
  • the invitation comes by email and must be answered within 24 hours or the slot is lost;
  • her queue for a 10-year passport took 10 months, the whole process 13 months;
  • a 5-year passport is made in about a month, a 10-year one in about three;
  • a child's 5-year passport takes about a week, and sometimes you can go to the children's window without an online booking.

The main tip: start the process a year to eighteen months before your passport expires. If urgent, apply for the 5-year one.

If your passport is lost, first report it to the police (tourist police 1155), then the consulate issues a certificate for return to Russia.

Powers of attorney and notarial acts

Powers of attorney, signatures and copies are certified at the embassy or consulate general. Fees under Decree No. 889:

ServiceFee
Power of attorney for property to close relatives$40
Power of attorney for property to others and organisations$70
Other powers of attorney$40
Signature certification$15
Certified copy$5 per page
Marriage registration$30

A power of attorney is often needed for deals in Russia while you live in Pattaya: selling a flat, handling an inheritance or documents. Book early: notarial slots also go fast.

Criminal record certificate

  • Via Gosuslugi the certificate is issued electronically with an Interior Ministry signature and arrives in your account within 30 days. You need a verified account.
  • Via the consulate: a preliminary request at sos.kdmid.ru, then an in-person visit. Usually about a month.

If the certificate is for Thai authorities, ask them in advance what form they accept: with an apostille or a certified translation.

Births and marriages

  • A birth is registered at the consulate in person within a month, using the Thai birth certificate with translation and legalisation. Details in Giving birth in Thailand.
  • Marriage between Russian citizens can be registered at the consulate for $30. Marriage to a citizen of another country is usually registered under Thai rules at the district office.

Consular registration

You can register or deregister online at consreg.kdmid.ru without visiting. Registration is voluntary and has no consequences if you skip it. It helps in emergencies and for voting.

Proof of life for a pension

Recipients of a Russian pension periodically confirm they are alive. Options:

  • a certificate of personal appearance at the embassy or consulate general, with a preliminary request at pension.kdmid.ru;
  • a document from a Thai notary with legalisation and a certified translation.

How retirees live in Pattaya is covered in Retiring in Thailand.

Tips

  • Watch your passport expiry date and start the renewal early.
  • Get a Thai bank card: paying the fee is harder without one.
  • Print all forms and applications at home.
  • Save the Pattaya honorary consul's number for emergencies.
